In D1:
Moon moves to 2nd bhava activates Aquarius while Rahu also activates Aquarius. It’s lord Saturn is in 8th bhava (bad) in Gemini Rasi (neck). 5th and 10th houses are maraka positions for 4th house (denoting vehicles).
In D9
Moon and Rahu are activating Cancer (4th house), 12th lord -5th lord Venus (vehicles) is placed. Most times event happens only when confirmed in D-9 and D-1.

As per PRARIBRAMANA PADDHATI, the 5th house is active and ruled by Malefic Rahu (who only has a head) sitting in the 10nth house cancer(natural 4th house); also 5th house is aspected by Venus from the 11 house signifies event associated with Car.
maybe the native is traveling from home to work or vice-versa during the event
It was Bhramari/Sankata alright so it is Mo/Ra dasa.
Rotate D1 to make Mo house as lagna, Ra is with Jupiter in 8th house.that too in sign of cancer.
No need to see other divisions.
Moon is in mula nakshatra ruled by Ketu.
Rahu and Jupiter are in Ashlesha ruled by Moon.
