No.. if 12th house is Scorpio then, that person would be Sagittarius ascendant. & for sagittarius ascendant, Saturn rules 2nd and 3rd house. 2nd house is considered as Maraka bhav & third house is considered as dushthana house (Malefic).
So it is highly recommended that person with Sagittarius ascendand must avoid to wear Blue Sapphire (Neelam). Rather he should wear Yellow Sapphire (Pukhraaj).
For the remedies of Saturn, he should worship lord Hanumanji, Lord Shiva.
