If 2 planets are 22 degree apart in same house, do we still treat it as conjunction. who will have more power.

Depends on the planetary orb of influence. The faster a planet is moving the higher orb of influence it has. Moon has the highest orb of influence, so moon gets influenced by even planets present in 2-12 houses from it. Slow moving planets have lesser orb of influence, like jupiter/saturn. Mutual conjunction of planets has more impact.
You haven’t mentioned the planets but as an eg: Moon might be getting influenced by Saturn even when it is 20+ degrees away from it, but saturn will be influenced by moon only when moon falls in saturn’s orb of influence.

it has been said that planet with lowest degree… but i think if the planet is in friendly sign or in sign of exaltation or own sign and also in has direction strength then that planet will be more dominant then other…. if the planet isnt in any of the mentioned house but has direction strength then also that planet will be powerful…. directional strength does play a major role.
