while matching charts of two people, is it possible to know whether those two people are meant for each and will marry??

i have seen alot of great astrologer they predict event that will happen when u meet your spouse and characteristics of your spouse…. as in one of the video planet sitting in 7th will determine some quality of it dominant in your spouse personality.
anybody you know of you can share his details may be??
