nothing works with aspects in foreign settlement, and yes 9th, 12th leads settlement.

9th and 12th connection with each other, malefic in 4th. Collection of planets in 12th house. Moon in 12th as 4th lord.
One of my close is having one of these combination – he/she born in different place, Homeland in different place and Now live in different place and in-laws too in different place.
