Corrected the time to 12:06. Now, Saturn of Scorpio is in same longitude as ascendant, delays marriage, under below confirmations.
1) 7 th lord Mars in 12th.
2) Mars Ketu in 2nd from Rasi thulya Navansa.
3) Venus in 8th in Rasi and thulya Navansa
4) 8th lord Jup in Navamsa lagna aspecting Saturn.
5) 2nd lord from Upapada Venus is conjunct debilitated Rahu.
currently Libra kcd is running but Venus is not very favorably placed.
Both 7th lords of D1 – Mars and Ketu are in 2nd indicating a marriage with someone who is a divorcee or widow. Chances or marriage are less but can try during next year.

For starting a stable family, check : 2nd house in D1 and D9 and Rasi thulya Navamsa.
I don’t think he will be starting a stable family, which can be called as a marriage. That’s why probably Sir must have said that.
