There is mismatch in Rahu-Ketu degree among (Jhora, astrosage) vs(jyotish app, parashar lite) i.e.,16.01deg and 17.34deg. Which one is more precise? As nakshtra pada and navamansh are changing.

Check whether same ayanamsha is being used in all softwares (which is most common cause of difference).
Best resolution of confusion – make a past prediction. Start by predicting smaller things such as likes/dislikes/habits/etc and finally confirm by bigger predictions and timing of event.
This reminds of a wonderful case – I have a friend whose birth time was astrologically “planned” and she was made to take birth at that particular time. Her family astrologer planned her to have Ketu in 12th house (Capricorn) and Rahu in 6th house (Cancer), at 0° and some minutes.
When I was reading her chart, predictions of Ketu in 12th house weren’t working, and I was getting a difference of more than 1° between 2 ayanamsha – hence the Rashi of Rahu and Ketu was changing.
Applying the above methods, the conclusion was that she has Ketu in 1st house Aquarius and Rahu in 7th house Leo 🙂 haha
