I didn’t understand one thing – if Sun himself is debilitated, what is the efficiency with which he can combust other planets? and how do we apply the concept of “special assignments” here? How does the chemistry change in such cases?

Sun debilitated or exalted doesn’t affect how it can combust other planets. Debilitation and exaltation is a different concept – it shows how happy or sad the planet is in the particular Rashi, or how well it can perform in the particular Rashi.
Combustion happens because of closeness to Sun. Even if Sun is debilitated, it doesn’t lose its heat.
From the perspective of conjunction – results will surely vary when Sun is in Libra or Sun is in Aries.
