its based on combinations of rules if you more of them happening its a Yes otherwise NO.
1) lagna lord should be in chara rashi then event will happen fruitful. if in sthir rashi it might not flourish
2 ) lagna or lagna lord aspected by Jupiter
3) if the prashna is about any significance like car (shukra ) see the jupiters effect on fourth lord .

see the lord of the lagan where it is placed and aspects on it. generally lagan lord in 8, 12 not positive results, but all depends upon the question also.
