yes but its only a belief! IT is not mandatory that saturn transit over natal rahu will bring negative events , it just brings out karmic event … now that depends on the persons karma that what kind of event will fold….
2nd part – not necessary that you will get result when saturn transit exactly …only if it coincides with dasha timing then you get result on exact date … it largely depends on dasha and not transits
