e.g. Saturn in sagittarius and rahu in Aquarius creates paap kartari on capricorn. Is this mitigated by it being saturns own house?

No…Saturn is natural malefic be it in own sign or enemy sign. It never changes its nature of being malefic.
in whatever I have seen in charts…I don’t find and never seen saturn or any other planet creating paap kartari for their own sign…any sign lord always protects its own house be it benefic or malefic planet…only exception on this protection would be when the planet is not in a good dignity like if Saturn is in debilitated or retro etc, then less energy is calculated to protect the house but no planet put own sign under paap kartari…also if the sign lord is in exalted state it will protect its sign more fiercely…this is what I have observed….jai mahadev maa gauri…
