Native lack hearing and speaking capability from birth.

please can you share birth details, the chart picture shared does not give clear and complete view, with limited details it’s due to saturn retro in second house of speech and aspected by sun in 8th and also saturn aspecting sun so it’s crossing , pending karma with fatherly figure in family lineage…jai mahadev maa gauri
Birth details are as follow:
26 – June -1989
Time : 6.00 pm
Place: Bilaspur, Uttar Pradesh
Sun is in affliction, having aspect of both Saturn and Rahu. Also, Rahu in 4th house in Aquarius seems to be extremely strong.
I also feel some problem related to father or guru in the family. In every generation, one child suffer from problem of sense organ. The problem start after 2-5 years of birth.
This native niece also has trouble in her vision after 5 years of birth. So surely, there is some pending karma.
It would be great if you can help me to pin point the exact cause and remedies for it.
